[PATCH bpf-next 15/17] bpf: Change bpf_getsockopt(SOL_IP) to reuse do_ip_getsockopt()

This patch changes bpf_getsockopt(SOL_IP) to reuse
do_ip_getsockopt() and remove the duplicated code.
