[PATCH RFC bpf-next 38/52] net, xdp: remove unused xdp_attachment_info::flags

Since %XDP_QUERY_PROG was removed, the ::flags field is not used
anymore. It's being written by xdp_attachment_setup(), but never
read.
Remove it.
