[PATCH v2 bpf-next 11/15] libbpf: remove internal multi-instance prog support

Clean up internals that had to deal with the possibility of
multi-instance bpf_programs. Libbpf 1.0 doesn't support this, so all
this is not necessary now and can be simplified.
