[PATCH bpf-next v3 26/27] bpf: bpftool: remove RLIMIT_MEMLOCK

As we have already set LIBBPF_STRICT_AUTO_RLIMIT_MEMLOCK, we don't need to
bump RLIMIT_MEMLOCK any more.
