[PATCH bpf-next v2 4/8] samples: bpf: Convert xdp_monitor to use XDP samples helper

This change converts XDP monitor tool to use the XDP samples support
introduced in previous changes.

Makefile support is added to produce the BPF skeleton and link
xdp_monitor bpf object with xdp_sample bpf object. This is then used to
open and load the bpf object and attach the needed tracepoints only.
