[PATCH bpf-next v1 06/10] bpfilter: Add struct target

struct target_ops defines polymorphic interface for targets. A target
consists of pointers to struct target_ops and struct xt_entry_target
which contains a payload for the target's type.

All target_ops are kept in a map by their name.
