I checked assembly, I think you are right. percpu bpf_cgroup_storage[stype] seems null.

This array is set by bpf_cgroup_storage_set() which is called inside
BPF_PROG_RUN_ARRAY_FLAGS and __BPF_PROG_RUN_ARRAY_FLAGS. You could
check their parameter *array* input to see why the NULL value is set.

I tried your above two commands with latest net-next
and can reproduce the failure. I will take a further look. Thanks!
