Extend btf_dump APIs with ability to dump raw textual representation of BTF types, with the same format as used by `bpftool btf dump file` command. Such functionality is really useful for debugging issues with BTF, testing, BTF introspection, etc. It is going to be used in BPF selftests for validating BTF types.
