[PATCH bpf-next] bpftool: Add missing blank lines in bpftool-net doc example

In bpftool-net documentation, two blank lines are missing in a
recently added example, causing docutils to complain:

    $ cd tools/bpf/bpftool
    $ make doc

Add the missing blank lines.
