Yes. I repeated my steps for reproduce:

$ touch kernel/bpf/core.c
$ make C=2 CHECK=true |grep kernel/bpf/core
  CC      kernel/bpf/core.o
  CHECK   kernel/bpf/core.c

but maybe my config is too small.
