[PATCH vhost 09/17] virtio_ring: reuse the parameter struct of find_vqs()

As the refactor of find_vqs()/vring_new_virtqueue(),
the cfg/tp_cfg are passed to vring.

This patch refactors the vring by this structure.
This can simplify the code.
