[PATCH bpf-next v5 2/2] xsk: support BPF_EXIST and BPF_NOEXIST flags in XSKMAP

The XSKMAP did not honor the BPF_EXIST/BPF_NOEXIST flags when updating
an entry. This patch addresses that.
