There is an intergenerational trauma from this legacy of disparity that s=
till leads to higher rates of drowning among certain communities.

I can=E2=80=99t get those statistics out of my head. I can=E2=80=99t stop=
 thinking about how powerless I felt as a single parent, relying on publi=
c assistance and the grace and charity of others, to make sure my child w=
as not left behind. Or worse, was not put in danger.

That's one of the realities that drives me in my work. It=E2=80=99s one o=
f the reasons we are doing everything we can to ensure kids have access t=
o outdoor recreation, to rivers, to lakes, to mountains, and so much more=
 regardless of their zip codes.

Yes, it will give communities a chance to benefit from the bounty of natu=
re. But it also gives children the opportunity to learn about the land. T=
o have access to our natural resources, to learn to respect and co-exist =
with our environment. I believe that the foundation we build now will hel=
p young people of today to become good stewards of our lands and waters, =
and hopefully keep more children safe.

All of this is informed by the effort to center equity and inclusion in o=
ur work. The challenges our country faces=C2=A0=E2=80=94 climate change, =
a global pandemic, economic uncertainty, and racial inequity=C2=A0=E2=80=94=
 can only be solved if marginalized communities have a voice, are respect=
ed, and are included in solutions.

Ok, so in Indigenous communities, pretty much everyone=E2=80=99s an Aunti=
e. Calling someone Auntie is a sign of respect and an acknowledgement tha=
t Aunties are there to teach us. We are all part of not only our own Pueb=
los, Nations, Tribes, or villages, but we are also part of our broader In=
digenous family.

So, today=C2=A0=E2=80=94 you are all my family. And I=E2=80=99m here as A=
untie Deb. I=E2=80=99m here to share that knowledge. To go beyond what we=
 know about equity and inclusion and representation. To empower each of y=
ou to be your own change-maker.

I mentioned earlier that we can=E2=80=99t wait for someone to ask us to s=
tep up. We must be unafraid=C2=A0=E2=80=94 we must be fierce and often we=
 have to jump feet first into being the first at anything.

If we=E2=80=99re lucky, there are times in history when someone from with=
in the power structure truly understands the value of representation. Whe=
n someone gives of their own power to lift up others who they know deserv=
e to be heard.

President Biden=C2=A0=E2=80=94 a white man born during the time of Jim Cr=
ow, Japanese internment, farmworker exploitation, and forced assimilation=
=C2=A0=E2=80=94 made space for a cabinet that looks like America.

Marcia Fudge, a Black woman leading the Department of Housing and Urban D=
evelopment; Miguel Cardona, a former teacher and the son of Puerto Rican =
parents leading the Department of Education; Michael Regan, Isabel Guzman=
, Lloyd Austin, Katherine Tai, Alejandro Mayorkas, and so many more; And =
to top it all off, Kamala Harris, the daughter of Indian and Jamaican imm=
igrants, serving as our first woman Vice President.

We are the most diverse cabinet in the history of our country. But it=E2=80=
=99s not just about us sitting in a chair in the Cabinet Room at the Whit=
e House. It=E2=80=99s about the conversations and solutions that result w=
hen people can bring their whole selves=C2=A0=E2=80=94 their diverse expe=
riences, perspectives and input=C2=A0=E2=80=94 to the table, and where ea=
ch of us listens and learns from these perspectives.

The government is responsible for serving communities that have been marg=
inalized but has rarely benefited from the input and experiences of peopl=
e who live in those communities.

Like many people of color, I come from a community that has dealt with th=
e decisions of an Interior Department and a federal government that didn=E2=
=80=99t appreciate or respect our history, our culture, or our autonomy. =
All of that has led to environmental injustice.

I know first-hand what it looks like to have a toxic, abandoned mine in m=
y community. I=E2=80=99ve seen families struggle with the health impacts =
of that, and with the environmental degradation of what detonating dynami=
te every day for 30 years caused, while the largest open pit uranium mine=
 in the world was made. The company then simply abandoned it when it was =
no longer cost effective, and it took decades to remedy.

There are stories of Black children with lead poisoning in Flint, Michiga=
n because they have contaminated water, and Latino organizers in Southern=
 California who went to school with tissues in their noses, because of no=
sebleeds from toxic air quality.

It=E2=80=99s these stories that make me feel the importance of electing l=
eaders who look more like them, because they will understand better what =
their communities go through, and they can be the change-makers who take =
action.

That=E2=80=99s why representation matters. It=E2=80=99s not just because =
of who leadership is, but what they do with the power they wield.

For too long, these issues have been brushed aside. The fact that not eve=
ry community can get up and move every time there is a toxic spill, water=
 treatment failures, or an environmental disaster is too often forgotten.=


But let me tell you: the time for change is right now.

With the transformational Bipartisan Infrastructure Law in place, we=E2=80=
=99re focusing on addressing legacy pollution in a way that acknowledges =
the full picture of environmental injustice. We=E2=80=99re addressing lea=
d pipes and clean drinking water, lack of broadband access, roads, bridge=
s, and crumbling schools and infrastructure.

For many of us, the struggle for equal access to government resources and=
 taxpayer investments is not new. It=E2=80=99s why I truly believe that e=
very person in this country should know our full history =E2=80=94 our tr=
iumphs, our struggles, our progress, and where we have fallen short.

Because we will only change our future when we recognize what needs to be=
 changed and when we say the words out loud.

Last month, I went to Mississippi to visit the home of Medgar and Myrlie =
Evers=C2=A0=E2=80=94 the refrigerator in the family kitchen was one that =
I could remember seeing in my own family home when I was a kid. The child=
ren's twin beds reminded me of my and my siblings=E2=80=99 beds. Then, I =
saw the bullet holes in the wall, and I could feel the horror of a family=
 targeted in their own home just because they wanted to live in a world w=
here the color of their skin didn=E2=80=99t determine what restroom or sc=
hool they could go to or whether or not they could vote.

When we=E2=80=99re able to see how similar we are to each other, yet how =
differently we experience the world, we learn to appreciate the unique ha=
rdships people go through and understand that historical marginalization =
puts entire communities behind.

When I saw those bullet holes and listened to the Evers=E2=80=99 daughter=
, Reena, recount her memories, it reminded me of the stories my grandma w=
ould share about being taken away from her home by a government-sanctione=
d Catholic boarding school, when she was only 8 years old.

It=E2=80=99s a history that not many people know about in the United Stat=
es=C2=A0=E2=80=94 that young Indigenous children were stolen from their h=
omes and taken to =E2=80=9Cschools=E2=80=9D run by the federal government=
, sometimes by the Department of the Interior! Those schools had one purp=
ose: to assimilate Indigenous children. They took their clothes, cut thei=
r long hair, and beat them when they spoke their traditional languages. A=
s I mentioned: to kill the Indian in order to save the man.

It=E2=80=99s a sad and traumatic part of my history. It is something that=
 still haunts communities, from those who survived boarding schools to th=
ose who were raised by those survivors, often living every day with the h=
orrors of that experience and passing on that trauma from generation to g=
eneration.

The term for that is =E2=80=9Cgenerational trauma=E2=80=9D and it=E2=80=99=
s real, but you don=E2=80=99t just have to take my word for it. Far too m=
any communities in our country experience generational trauma on a daily =
basis. I recently visited a former Japanese Internment camp, the survivor=
s and their descendants described how that long term imprisonment impacte=
d them when they went home, how their parents and grandparents were never=
 the same and passed down that trauma.

It doesn=E2=80=99t really ever get easier to talk about these periods in =
American history. But when we talk about them, we can help communities to=
 heal.

It=E2=80=99s why I launched the Federal Indian Boarding School initiative=
, to investigate the full scope of forced assimilation practices at those=
 schools. To help Indigenous communities get answers and support resource=
s so that they can continue to heal.

The question we have to consider is this: would someone who hasn=E2=80=99=
t directly experienced this trauma move these issues forward? Would they =
know to prioritize the necessary healing in order to accomplish other goa=
ls? The answer is maybe.

But when leadership has those perspectives and can lead with empathy base=
d on shared experiences, the answer to that question is definitely.

This is why representation matters.

President Biden has tasked every federal agency to use a lens of equity a=
nd inclusion in the work we do. To center the voices of those who have be=
en marginalized or underrepresented.

It=E2=80=99s much easier to ground our path toward equity and inclusion i=
f there are leaders at the table who have those experiences. And just as =
lack of representation has an impact on how effective leadership is=C2=A0=
=E2=80=94 the presence of representation opens the doors of opportunities=
 for others to follow.

Not only do young people now see figures from their communities serving a=
t the highest levels of government=C2=A0=E2=80=94 the policies and soluti=
ons that are developed will break down the barriers that were meant to ke=
ep them out.

This is why representation matters.

This is also why one of my personal goals is to leave the ladder down beh=
ind me for more people to climb. And then, when they do climb that ladder=
, I will lift them up on my shoulders so that they can climb even higher.=
 This is my responsibility because that=E2=80=99s what my ancestors did f=
or me.

I challenge everyone here to do the same. That=E2=80=99s the key step to =
fully realizing equity and inclusion=C2=A0=E2=80=94 it doesn=E2=80=99t ju=
st stop with us. This process must outlive us.

So here it is, my South by Southwest family, Auntie Deb=E2=80=99s guide t=
o equity and inclusion:

First, for people who come from marginalized communities: *don=E2=80=99t =
be afraid to be the first* and don=E2=80=99t wait for someone to ask you.=
 Step on to the stage and don=E2=80=99t worry about failing, because just=
 showing up is part of the work and it moves all of us another step forwa=
rd. Shirley Chisolm=C2=A0=E2=80=94 one of my heroes=C2=A0=E2=80=94 was th=
e first Black woman to serve in Congress. What you may not know is that s=
he also ran for President! She broke down barriers so that more women cou=
ld run and eventually win.

Second, use any bit of power you have -=E2=80=94 and believe me anyone at=
 any level, every single person here, has power =E2=80=94 to *make room f=
or diverse voices* that can take the lead. I mean, think about the room o=
f people preparing for the Montgomery Bus Boycotts =E2=80=94everyone gath=
ered, everyone had a role, everyone knew what was at stake, and everyone =
worked together as a team to decide together in the planning, and they ex=
ecuted that mission successfully.

It requires a great deal of humility to admit that you don=E2=80=99t know=
 everything and that someone=E2=80=99s lived experiences can be just as v=
aluable as a degree or a resume. But recognizing that will help build mor=
e equitable and inclusive solutions. And it will help ensure that more pe=
ople who look like America are around the table to make the best decision=
s for America. Lift those people up!

Third, *learn our country=E2=80=99s full history=C2=A0*=E2=80=94=C2=A0it=E2=
=80=99s each of our obligation to go beyond what school curricula teaches=
 us. Our full history is deep, and it will require us to ask questions th=
at make us uncomfortable but will lead us to better understand people=E2=80=
=99s lived experiences without judgment. Listen more than you talk. When =
you see a disparity=C2=A0=E2=80=94 the communities fighting for clean dri=
nking water, breathing in toxic fumes, keeping their children safe in the=
 outdoors =E2=80=94 stop and think about why that disparity exists. If yo=
u can=E2=80=99t figure it out, don=E2=80=99t stop there. Seek out ways to=
 help shine a light on it. Do the work to dig into root causes and build =
solutions that have empathy.

Fourth, *be fierce.* This is long and hard work that requires passion and=
 determination. Native American fishing rights activist, Billy Frank, fou=
ght for 30 years to make sure his people had the right to fish on their a=
ncestral homelands. Your truths and your experiences are valuable =E2=80=93=
 we can all benefit from sharing more of our whole selves.

And last,* leave the ladder down* for more people to climb. Human rights =
activist Dolores Huerta is still fighting for human rights =E2=80=94 60 y=
ears after she started. Even at 92, she=E2=80=99s training the next gener=
ation of activists, helping women run for office, lifting people up on he=
r shoulders so they can have a voice in our future.

There you have it -- tell everyone you know that Auntie Deb says that we =
all have a role in making sure that equity and inclusion are not just tag=
lines or empty promises. Representation truly does matter.

So, step up, stand tall, and be fierce!

Laguna in New Mexico. I was raised a military kid. I raised an amazing ch=
ild as a single mom. I=E2=80=99m a wife, a sister, an auntie, and a publi=
c servant.</p>

of America or get rid of me altogether.</p>

dds, I am still here.</p>

=80=94 that I am standing here as a figure of success in spite of my hist=
ory of tragedy and loss =E2=80=93 is shared by many people in our country=
. We cannot deny that laws and policies in our not-too-distant past here =
in the United States were built on doctrines of enslavement, land grabbin=
g, and discrimination.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">In fact, in many s=
tates today including right here in Texas, there are still efforts to str=
ip people of their dignity, discriminate against them because of their id=
entities, and marginalize them. Quite frankly, it=E2=80=99s disgusting.</=
p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">This is why I beli=
eve representation matters. And why I think every single one of us has a =
role to play in taking the power of that representation to the next level=
.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Think about this: =
the United States Department of the Interior was once the federal agency =
tasked with the forced assimilation of Indigenous people. In fact, a lead=
er in this country described that process as a way to, and I quote, =E2=80=
=9Ckill the Indian, save the man.=E2=80=9D</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">It=E2=80=99s not l=
ost on me that I lead a department with that history, and that, now, Indi=
genous people everywhere have representation at the presidential cabinet =
level. Today, we are in the room, at the table, and on the world stage.</=
p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">But this should be=
 the norm, right? Every person in this country deserves to see themselves=
 in leadership.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">When I was growing=
 up, there weren=E2=80=99t many women in elected office and even fewer In=
digenous people. How was I to know that this was even possible?</p>

 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Lack of representa=
tion sends a powerful message. It tells young people that these spaces ar=
en=E2=80=99t for them. It tells them that their lived experience isn=E2=80=
=99t relevant. Or maybe that they don=E2=80=99t deserve to have a chance =
to be at the decision-making table.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">I will add that ma=
ny adults subscribe to that thinking too.</p>

if; font-size: 14px; text-align: left;" align=3D"left">During my first ca=
mpaign when I ran for Lieutenant Governor of New Mexico, no one asked me =
to run. No one recruited me. It=E2=80=99s likely because no one considere=
d that an Indigenous woman could hold that seat or even put together a su=
ccessful campaign, because they=E2=80=99d never seen it done before. And =
when our ticket lost, I=E2=80=99m sure there were a lot of people who tho=
ught I would never run again.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">When I decided to =
run for Congress, I did what most candidates do. I called around to close=
 friends, family, and people who would give me their honest opinions. My =
close friends were ready to help. But folks across the country said, it c=
ouldn=E2=80=99t be done=C2=A0=E2=80=94 that it would be impossible for a =
Native woman to raise enough money or win that type of election, especial=
ly given the fact that I was in a 6-way primary.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Well, I=E2=80=99m =
here to tell everyone at this event, and everyone joining online, that no=
t only can it be done, but that it must be done.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Sometimes, we have=
 to just take the plunge because no one=E2=80=99s gonna ask people like m=
e to lead=C2=A0=E2=80=94 or at least it was that way for a very long time=
. But even if we fail, we make it just a little bit easier for the next p=
erson from a marginalized community who makes the effort after us.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Lack of representa=
tion hasn=E2=80=99t just meant that communities haven=E2=80=99t had a say=
 in policies that impact their lives=C2=A0=E2=80=94 which is awful enough=
. It also has tragic consequences that can be, as many of you know, life =
threatening.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Last year, a natio=
nal report found Black children ages 5 to 19 are five-and-a-half times mo=
re likely to drown than white children. According to the USA Swimming Fou=
ndation, about 70 percent of Black children and 60 percent of Latino chil=
dren don=E2=80=99t know how to swim.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">And why don=E2=80=99=
t they know how to swim? It goes back to a history of exclusion:</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">From being barred =
from city and public pools. From a lack of access to beaches and open wat=
er. From the growing disparities between people who have the time and mea=
ns to pay for swimming lessons or water sports and those who do not. From=
 growing up in communities where experiencing the outdoors has felt out o=
f reach, because parents lack the resources for transportation or even ad=
mission costs.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">There is an interg=
enerational trauma from this legacy of disparity that still leads to high=
er rates of drowning among certain communities.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">I can=E2=80=99t ge=
t those statistics out of my head. I can=E2=80=99t stop thinking about ho=
w powerless I felt as a single parent, relying on public assistance and t=
he grace and charity of others, to make sure my child was not left behind=
. Or worse, was not put in danger.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">That's one of the =
realities that drives me in my work. It=E2=80=99s one of the reasons we a=
re doing everything we can to ensure kids have access to outdoor recreati=
on, to rivers, to lakes, to mountains, and so much more regardless of the=
ir zip codes.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Yes, it will give =
communities a chance to benefit from the bounty of nature. But it also gi=
ves children the opportunity to learn about the land. To have access to o=
ur natural resources, to learn to respect and co-exist with our environme=
nt. I believe that the foundation we build now will help young people of =
today to become good stewards of our lands and waters, and hopefully keep=
 more children safe.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">All of this is inf=
ormed by the effort to center equity and inclusion in our work. The chall=
enges our country faces=C2=A0=E2=80=94 climate change, a global pandemic,=
 economic uncertainty, and racial inequity=C2=A0=E2=80=94 can only be sol=
ved if marginalized communities have a voice, are respected, and are incl=
uded in solutions.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Ok, so in Indigeno=
us communities, pretty much everyone=E2=80=99s an Auntie. Calling someone=
 Auntie is a sign of respect and an acknowledgement that Aunties are ther=
e to teach us. We are all part of not only our own Pueblos, Nations, Trib=
es, or villages, but we are also part of our broader Indigenous family.</=
p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">So, today=C2=A0=E2=
=80=94 you are all my family. And I=E2=80=99m here as Auntie Deb. I=E2=80=
=99m here to share that knowledge. To go beyond what we know about equity=
 and inclusion and representation. To empower each of you to be your own =
change-maker.</p>

ucky, there are times in history when someone from within the power struc=
ture truly understands the value of representation. When someone gives of=
 their own power to lift up others who they know deserve to be heard.</p>=

de space for a cabinet that looks like America.</p>

ack woman leading the Department of Housing and Urban Development; Miguel=
 Cardona, a former teacher and the son of Puerto Rican parents leading th=
e Department of Education; Michael Regan, Isabel Guzman, Lloyd Austin, Ka=
therine Tai, Alejandro Mayorkas, and so many more; And to top it all off,=
 Kamala Harris, the daughter of Indian and Jamaican immigrants, serving a=
s our first woman Vice President.</p>

verse cabinet in the history of our country. But it=E2=80=99s not just ab=
out us sitting in a chair in the Cabinet Room at the White House. It=E2=80=
=99s about the conversations and solutions that result when people can br=
ing their whole selves=C2=A0=E2=80=94 their diverse experiences, perspect=
ives and input=C2=A0=E2=80=94 to the table, and where each of us listens =
and learns from these perspectives.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">The government is =
responsible for serving communities that have been marginalized but has r=
arely benefited from the input and experiences of people who live in thos=
e communities.</p>

 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Like many people o=
f color, I come from a community that has dealt with the decisions of an =
Interior Department and a federal government that didn=E2=80=99t apprecia=
te or respect our history, our culture, or our autonomy. All of that has =
led to environmental injustice.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">I know first-hand =
what it looks like to have a toxic, abandoned mine in my community. I=E2=80=
=99ve seen families struggle with the health impacts of that, and with th=
e environmental degradation of what detonating dynamite every day for 30 =
years caused, while the largest open pit uranium mine in the world was ma=
de. The company then simply abandoned it when it was no longer cost effec=
tive, and it took decades to remedy.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">There are stories =
of Black children with lead poisoning in Flint, Michigan because they hav=
e contaminated water, and Latino organizers in Southern California who we=
nt to school with tissues in their noses, because of nosebleeds from toxi=
c air quality.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">It=E2=80=99s these=
 stories that make me feel the importance of electing leaders who look mo=
re like them, because they will understand better what their communities =
go through, and they can be the change-makers who take action.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">That=E2=80=99s why=
 representation matters. It=E2=80=99s not just because of who leadership =
is, but what they do with the power they wield.</p>

if; font-size: 14px; text-align: left;" align=3D"left">For too long, thes=
e issues have been brushed aside. The fact that not every community can g=
et up and move every time there is a toxic spill, water treatment failure=
s, or an environmental disaster is too often forgotten.</p>

 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">But let me tell yo=
u: the time for change is right now.</p>

 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">With the transform=
ational Bipartisan Infrastructure Law in place, we=E2=80=99re focusing on=
 addressing legacy pollution in a way that acknowledges the full picture =
of environmental injustice. We=E2=80=99re addressing lead pipes and clean=
 drinking water, lack of broadband access, roads, bridges, and crumbling =
schools and infrastructure.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">For many of us, th=
e struggle for equal access to government resources and taxpayer investme=
nts is not new. It=E2=80=99s why I truly believe that every person in thi=
s country should know our full history =E2=80=94 our triumphs, our strugg=
les, our progress, and where we have fallen short.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Because we will on=
ly change our future when we recognize what needs to be changed and when =
we say the words out loud.</p>

 to Mississippi to visit the home of Medgar and Myrlie Evers=C2=A0=E2=80=94=
 the refrigerator in the family kitchen was one that I could remember see=
ing in my own family home when I was a kid. The children's twin beds remi=
nded me of my and my siblings=E2=80=99 beds. Then, I saw the bullet holes=
 in the wall, and I could feel the horror of a family targeted in their o=
wn home just because they wanted to live in a world where the color of th=
eir skin didn=E2=80=99t determine what restroom or school they could go t=
o or whether or not they could vote.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">When we=E2=80=99re=
 able to see how similar we are to each other, yet how differently we exp=
erience the world, we learn to appreciate the unique hardships people go =
through and understand that historical marginalization puts entire commun=
ities behind.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">When I saw those b=
ullet holes and listened to the Evers=E2=80=99 daughter, Reena, recount h=
er memories, it reminded me of the stories my grandma would share about b=
eing taken away from her home by a government-sanctioned Catholic boardin=
g school, when she was only 8 years old.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">It=E2=80=99s a his=
tory that not many people know about in the United States=C2=A0=E2=80=94 =
that young Indigenous children were stolen from their homes and taken to =
=E2=80=9Cschools=E2=80=9D run by the federal government, sometimes by the=
 Department of the Interior! Those schools had one purpose: to assimilate=
 Indigenous children. They took their clothes, cut their long hair, and b=
eat them when they spoke their traditional languages. As I mentioned: to =
kill the Indian in order to save the man.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">It=E2=80=99s a sad=
 and traumatic part of my history. It is something that still haunts comm=
unities, from those who survived boarding schools to those who were raise=
d by those survivors, often living every day with the horrors of that exp=
erience and passing on that trauma from generation to generation.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">The term for that =
is =E2=80=9Cgenerational trauma=E2=80=9D and it=E2=80=99s real, but you d=
on=E2=80=99t just have to take my word for it. Far too many communities i=
n our country experience generational trauma on a daily basis. I recently=
 visited a former Japanese Internment camp, the survivors and their desce=
ndants described how that long term imprisonment impacted them when they =
went home, how their parents and grandparents were never the same and pas=
sed down that trauma.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">It doesn=E2=80=99t=
 really ever get easier to talk about these periods in American history. =
But when we talk about them, we can help communities to heal.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">It=E2=80=99s why I=
 launched the Federal Indian Boarding School initiative, to investigate t=
he full scope of forced assimilation practices at those schools. To help =
Indigenous communities get answers and support resources so that they can=
 continue to heal.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">The question we ha=
ve to consider is this: would someone who hasn=E2=80=99t directly experie=
nced this trauma move these issues forward? Would they know to prioritize=
 the necessary healing in order to accomplish other goals? The answer is =
maybe.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">But when leadershi=
p has those perspectives and can lead with empathy based on shared experi=
ences, the answer to that question is definitely.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">This is why repres=
entation matters.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">President Biden ha=
s tasked every federal agency to use a lens of equity and inclusion in th=
e work we do. To center the voices of those who have been marginalized or=
 underrepresented.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">It=E2=80=99s much =
easier to ground our path toward equity and inclusion if there are leader=
s at the table who have those experiences. And just as lack of representa=
tion has an impact on how effective leadership is=C2=A0=E2=80=94 the pres=
ence of representation opens the doors of opportunities for others to fol=
low.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Not only do young =
people now see figures from their communities serving at the highest leve=
ls of government=C2=A0=E2=80=94 the policies and solutions that are devel=
oped will break down the barriers that were meant to keep them out.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">This is why repres=
entation matters.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">This is also why o=
ne of my personal goals is to leave the ladder down behind me for more pe=
ople to climb. And then, when they do climb that ladder, I will lift them=
 up on my shoulders so that they can climb even higher. This is my respon=
sibility because that=E2=80=99s what my ancestors did for me.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">I challenge everyo=
ne here to do the same. That=E2=80=99s the key step to fully realizing eq=
uity and inclusion=C2=A0=E2=80=94 it doesn=E2=80=99t just stop with us. T=
his process must outlive us.</p>

South by Southwest family, Auntie Deb=E2=80=99s guide to equity and inclu=
sion:</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">First, for people =
who come from marginalized communities: <strong>don=E2=80=99t be afraid t=
o be the first</strong> and don=E2=80=99t wait for someone to ask you. St=
ep on to the stage and don=E2=80=99t worry about failing, because just sh=
owing up is part of the work and it moves all of us another step forward.=
 Shirley Chisolm=C2=A0=E2=80=94 one of my heroes=C2=A0=E2=80=94 was the f=
irst Black woman to serve in Congress. What you may not know is that she =
also ran for President! She broke down barriers so that more women could =
run and eventually win.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Second, use any bi=
t of power you have -=E2=80=94 and believe me anyone at any level, every =
single person here, has power =E2=80=94 to <strong>make room for diverse =
voices</strong> that can take the lead. I mean, think about the room of p=
eople preparing for the Montgomery Bus Boycotts =E2=80=94everyone gathere=
d, everyone had a role, everyone knew what was at stake, and everyone wor=
ked together as a team to decide together in the planning, and they execu=
ted that mission successfully.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">It requires a grea=
t deal of humility to admit that you don=E2=80=99t know everything and th=
at someone=E2=80=99s lived experiences can be just as valuable as a degre=
e or a resume. But recognizing that will help build more equitable and in=
clusive solutions. And it will help ensure that more people who look like=
 America are around the table to make the best decisions for America. Lif=
t those people up!</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Third, <strong>lea=
rn our country=E2=80=99s full history=C2=A0</strong>=E2=80=94=C2=A0it=E2=80=
=99s each of our obligation to go beyond what school curricula teaches us=
. Our full history is deep, and it will require us to ask questions that =
make us uncomfortable but will lead us to better understand people=E2=80=99=
s lived experiences without judgment. Listen more than you talk. When you=
 see a disparity=C2=A0=E2=80=94 the communities fighting for clean drinki=
ng water, breathing in toxic fumes, keeping their children safe in the ou=
tdoors =E2=80=94 stop and think about why that disparity exists. If you c=
an=E2=80=99t figure it out, don=E2=80=99t stop there. Seek out ways to he=
lp shine a light on it. Do the work to dig into root causes and build sol=
utions that have empathy.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">Fourth, <strong>be=
 fierce.</strong> This is long and hard work that requires passion and de=
termination. Native American fishing rights activist, Billy Frank, fought=
 for 30 years to make sure his people had the right to fish on their ance=
stral homelands. Your truths and your experiences are valuable =E2=80=93 =
we can all benefit from sharing more of our whole selves.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">And last,<strong> =
leave the ladder down</strong> for more people to climb. Human rights act=
ivist Dolores Huerta is still fighting for human rights =E2=80=94 60 year=
s after she started. Even at 92, she=E2=80=99s training the next generati=
on of activists, helping women run for office, lifting people up on her s=
houlders so they can have a voice in our future.</p>
<p style=3D"line-height: 1.4; margin-top: 10px !important; margin-bottom:=
 10px !important; color: #000000; font-family: arial, helvetica, sans-ser=
if; font-size: 14px; text-align: left;" align=3D"left">There you have it =
-- tell everyone you know that Auntie Deb says that we all have a role in=
 making sure that equity and inclusion are not just taglines or empty pro=
mises. Representation truly does matter.</p>
