I use it dnf here. I use the documentation found at

https://docs.fedoraproject.org/en-US/quick-docs/upgrading-fedora-offline/

This seems to work every time, though when I upgraded from 38 to 39, I
had to add the --allowerasing option at the end of the command line as
indicated in this document if something breaks. Hope it helps.
