Hi Brent,
When fenrir comes up after the installed system boots, do either
capslock+F3 for laptop or fenrir key+F3 to disable the fenrir sounds
then fenerir key+F4 to disable fenrir speech then try loging in and see
if orca will speak when the desktop comes up. This works for me.

Also, if this doesn't work out, is there a guide for doing a Manjaro architect install? "Manjaro Talking" got updated a little while ago, and if, as I said, Jenux doesn't work out, I'd like to give that one a go.
