Best is probably to use a different image. I get things working best using ArchLinuxARM and doing most of the setup over ssh. But there is a talking image available from

https://stormux.org/downloads

that although it starts minimal just as ArchLinuxARM does over ssh, it actually starts the Raspberry Pi talking so that you can install a desktop environment and get Orca going right from the Pi itself, no network connection required. If you have the Raspberry Pi 4, you can download the latest image.

If you have the Raspberry Pi 3 or 3B+, you will want this image instead.
