visudo is a command you can execute as root. If you want a particular user to have certain powers, uncomment the appropriate directive, e.g. place your cursor on the # symbol at the beginning of the appropriate line and press the letter x to delete the # symbol. When finished, save and exit. Next, add the appropriate user to the wheel group in /etc/group.
