In Arch it's in the AUR, named qt-at-spi (lower case letters). To install a package from the AUR (Arch User repository) read this article from the Arch Wiki: https://wiki.archlinux.org/index.php/Arch_User_Repository I just installed mumble in Slint to check, it doen't seem accessible at all. Skint shpis Qt4, maybe you'll have better results with Arch that ships Qt5, I don't know. If Peter Vagner reads this post, he could shed more light as he is the packager of qt-at-spi for Arch.
