There's stumpwm entirely written in lisp and text-based too. Orca shouldn't have any problem with that window manager.

Lxde using Openbox is fairly accessible so Openbox may be accessible may be
not fully, editing the menu is a pain but a panel like xfce bas a great
setup.

A launcher like synapse would be fun to try ...
