Go to the link: http://localhost:631/admin with your favorite browser and do it from there.
You can also configure it by hand in /etc/cups/printers.conf

including printer control.  I have a samsung ML-1710 lazer printer that I need to get going.
There is no printer option anywhere in any of the menus.
