That's not necessarily so.  If somebody takes the time to make uploads,
the latest releases of software can be put on backports.  It's not a
problem of distribution, but only of somebody doing it.  One can even
upload -snapshot packages to get the latest and greatest.  Again, it's
merely of question of doing it, that's independent of the distribution.
