Is there a .tar.gz extension on that file? If so, tar xzpvf file

I'm trying to unzip the Cygwin User Guide located at the link "One large
compressed html file". However, when I download the file and type
gunzip filename
I get garbage. The man page doesn't enlighten me. So please answer this
dumb question: how do i get a good html file?
