I'm surprised no one answered you. All you need is the first DVD. Of course installing package updates will be difficult without Internet. To clarify, just for the initial install, the first CD or DVD is all you need. If you want to install packages not on the first DVD and you have no way of getting network access after the install, you'll need a full set. In most cases, a full set is not necessary.
