If you using an ncurses TUI (text user interface) by starting VLC
with "-I ncurses" or "--extraintf ncurses", pressing "h" should get
you the keyboard help.  It's also listed here

Alternatively, you can start VLC with the "remote control" interface
by using "-I rc" and get help by typing "help".  Example output from

Both of these should be available from a command-line without using X.
