I don't think speech-dispatcher is running, thanks to the work-around I alluded to. Before I did that, I assume, speech-dispatcher was running, but the result of startx was to kill Speakup *everywhere*, not just on the terminal from which I'd used it. What you will need to do is to log out of the x session and kill speech-dispatcher and you should be good to go. The only way to not come back into the graphical desktop manager is to not use one and just use the startx command and you will be back in the console.
