According to the website[1], it you should be able to send an email to debian-user-REQUEST@xxxxxxxxxxxxxxxx (from my testing, I think case may matter in that address) with a subject of "subscribe". The mailing list bot should reply with an email containing "CONFIRM" followed by a token ID. You can then just reply to officially join the list.
