Just about any keyboard's existing keymap can be reconfigured with
stock Linux tools.  Other than "swap control and caps," you don't
mention which other possible keys you want to remap.  Also, there
are different methods for mapping in the pure console vs. mapping in
X.  However, googling for "linux swap control caps keys" (without
quotes) should return answers for both cases.  For X, it involves
tinkering with xmodmap, while in the console, you might have to
define your own keyboard layout.  Adding "X" or "console" to the
query should narrow it down to just those solutions.
