I don't use android and generally don't follow it much either but the software I read about is called italk and it's a free download. Your best bet is going to be to have whoever is selling you anything android locate all the accessibility software for you and install at least one of those packages on the device. If they can't or won't do that for you, don't buy it and let them know that up front. If you can't get this device talking, you don't have a sale.
