Hi, Arch linux is a linux distribution. You can read more on: www.archlinux.org and yes, you can use it with speech and braille, if you want to. Espeak is available in Swedish, but I have not used it myself, the swedish language even though I am from Sweden because I am using another TTS called Voxin and braille.
