Yes, you can install Ubuntu 9.04 using a braille device. See here:

... I would assume that the same holds true for 9.10 and 10.04 but I have not tried those myself.

I assume Ubuntu supports Braille? What media would be better, a CD or
flash drive? What size Flash drive do I need? I have a 4 GB lying
around.
