I don't have a Braille display and I can't read braille so I must use a
software synthesizer.
Any of RH/Fedora or Debian/Ubuntu distros are OK for me.

short answer yes, a braille display or hardware synth makes it simpler,
but software speech will work.
what distro would you like to use?
