I don't know about Puppy Linux specifically, but I always burn live CDs
with a simple
wodim dev=/dev/hdc file.iso
That works, all the time.

BTW, does Puppy use isolinux as its bootloader?  I've had trouble with
recent isolinux and my BIOS.
The disk simply doesn't boot.  BIOS doesn't recognize it as a bootable CD, and
the Linux installation on my hard disk gets booted instead.
OTOH, changing the bootloader to grub solves the problem handily.
