In addition, while the notes at the end of the following URL are for Ubuntu Gutsy, they might help you with Debian:

If so, you need to install gnome-speech and orca. Make sure that you have the latest version of gnome-speech. Debian does not always have the latest versions available, so, I suggest you get it and build from source.
