Nobody can log in as root on a ubuntu system.  Try ctrl-alt-f1 first and 
then hit backspace a few times.  If you get a series of beeps then you're 
in a gnome terminal.  If not keep on trying until you get there.  Then 
type sudo su halt -p and hit enter.  That should shut the system down for 
you.
