Hello!

Is there a way to compile brltty, so that it can be used with a braille display under dos?

Yes it is.

or do you have to install something like Sigwin for Brltty to work?

You need a compiler for compiling brltty.  Cygwin provides one, mingw
provides another one.  When version 3.8 comes out, we will provide an
already-mingw-compiled .zip version of brltty (which hence won't need to
install cygwin).
