where can I get the oralux with orca implimented in to it at?
and can I also install that to hard drive to?

Some members of the Oralux.org are checking for our own development
needs the IBM Viavoice TTS.
I expect to release Voxin in March or April, the aim is to provide yet
another TTS, Viavoice, to the visually impaired users of GNU/Linux [1].

I also remember your public dream [2] about ATT TTS :-) . This TTS will
be possibly evaluated in the future.
