According to the page at: http://www.apple.com/macosx/tiger/voiceover.html it will be robust and it has an accessibility api which can be coded for by developers. I cannot answer your specific questions except to say that right now, with osxv1.3, you can telnet/ftp into it and access the shell etc. telnet is through ssh.
