Dec talk used to work with emacspeak and have high quality speech, but now it doesn't work with either yasr or emacspeak, from what I have experienced.
The speech has been very much bad, so I'm looking for a sulution for a synthesizer as well.
I bought dectalk 5, but wasn't pleased.
The best thing you could do is ask somebody to send you dectalk 4, there is no idea to contact fonix and request for it, they doesn't answer.

Then as was previously said, ViaVoice is no longer supported and you would be best looking at another solution.
If you don't mind paying for software synth support, there is Fonix DecTalk which does work with Emacspeak
