SV: adding new users

Hello!
The thing I wanted to do is to add a new user since the mud engine I have talked about only runs under another users, it won't run under root.
I could add users but not log into them simply because I didn't have a password.
But when I got help with su root and looked on the net I found that there was a passwd command, I used that aand it worked!
But now, how do I as root give the rights to other users to  for example mounting a floppy or cd?
I want the users to have all rights I have as root
also, on the when contacting the developer of my engine they said that I should edit the .profile or .bash_profile file in the home directory of the user.
But there is no profile files. 
Can i generate one myself?

You need to provide better information if you expect to get help. It is
not fair to ask us to guess what might be happening. Instead, you should
tell us precisely what you typed, and exactly what the system response
is.

Unfortunately, in the current circumstance I would guess you've
neglected to become root. Only root can adduser.
