Have you tried running
dpkg-reconfigure exim
yet?
Also, you may possibly also have just plain exim (which would be exim3) on your system. You might want to check. I had both but I'm running unstable.
If you are doing development work, you very well may have to upgrade to unstable instead of testing, or at least you may have to upgrade a lot of packages.
