BRLTTY for Cygwin?

Is it possible to compile BRLTTY on Cygwin? Here is the reason for why
I need it:

Some times I have to use Windows XP. I want to access my Linux box
from there by ssh from within Cygwin. On the old Win 98, it was
possible to start a command prompt, load the dos driver for the
braille display (Handy Tech Braille Star), and run Cygwin - ssh. On
Win XP, if I start Command, and then start the dos braille display
driver, all works fine if I use commands like dir etc.. But if I start
Cygwin, the braille display stops to respond untill i logout from
Cygwin.

I don't want to use screenreaders like Jaws or Window-Eyes to access
dos boxes!

Could it be possible to build BRLTTY on Cygwin? Or is there a
workaround for that the braille display stops responding when I
start Cygwin?
