your kernel's firewall from kernel 2.4 and above shoudl have some
limitaions.
You coud install a limit used by the complete ftp-server.
If you however want per user bandwith limitations (cab be doen with the
above only if they have a static IP), maybe some more advanced ftp-servers
like proftpd may have features for that.

On the hole this problem ain't trivial
