Permissions for ssh and scp

I just installed Redhat 9 on one of my machines. Norcmlly I access this 
machines through ssh and scp. However, now I can do these only for root. 
If I try to do them on an ordinary account I get the message "Connection 
reset by peer". Evidently permissions have to be set on something, but 
what something?
