Here's what it looks like to me. Again, I don't have the DECTalk RT
software, so I can't try it. Anyway: 

In yasr.conf, wherever you happen to have it, you'll need to uncomment
the line that says 
synthesizer=emacspeak server

It looks like you'll also need a line that says something like
synthesizer port=|/path-to-emacspeak-server

It appears that the DECTalk RT Emacspeak server is in
/usr/share/emacs/site-lisp/emacspeak/server/dtk-soft

Well, no guarantee,s but it's a place you can start, I reckon...
