If, from pine's main menu, you press "s" (for Setup) and then "c" (for Config), you'll be in a menu with lots of settings. There's one named "character-set". You can find it by pressing "w" (for Whereis), then typing "character-set" (without the quotes), and then pressing return. When you're there, press "c" (for Change), edit the value to whatever you want, and then press return.
