No, that's certainly a bug or misconfiguration.

The most likely cause for that is a mismatched number of rows known within 
the "screen" environment, or a wrong terminal emulation.

You may try

	stty -a

from within a "screen" window and see if the number of rows matches the 
physical screen you have.
