some more problems!

Hello all listers and very sorry to bother you again.
Yesterday I tried to install ibm viavoice and emacspeak on a pc 
having a redhat 7.2 on it.  I can't find a way to install the rpm 
for emacspeak and viavoice.  When I give the rpm command with the 
files it just shows that "this software is freely distrubutable 
etc" and after this message it does nothing.  When I give the 
WhereIs command for emacspeak or viavoice I don't find the 
directory as I expect.  How to test if it is indeed not getting 
installed and after installation how to test the sound.
Secondly the pc has a Vibra 128 sound card and I want to know if 
it is supported in the first place because if it is not then there 
is no point installing these softwares.
And the main problem again is the rpm is it that the rpm command 
is not working or what else can be the reason.
