Web Apps: Changing to Chromium Embedded Framework as default

In the Prickly Pike release we introduced CEF as a distro feature for running Web Apps in the AGL UCB and left the legacy Chromium implementation that uses WebOS Chromium as the default.  Using CEF allows us to rapidly update the version of Chromium that the UCB makes use of and to stay closer to upstream in general.  Therefore, we want to let everyone know the plan for Quirky Quillback is to remove support for the WebOS Chromium and make the CEF implementation the default and only Chromium implementation available in the AGL UCB.  We plan to make this change in the master branch prior to the Milestone 1 release of Quillback which is planned for release in the next week.
