Optimistic Octopus v15.0.5 patch release

Hi !

A patch release (v15.0.5) is available now on the 'octopus' branch.

Everyone using the 'Optimistic Octopus' release should update to this release.

This is also the final/last release planned for the 'octopus' branch.
The new stable branch is the 'pike' branch and patch releases will
continue there.

Notable changes:
* Update to YP v4.0.12
* BSP updates
* Layer updates to match YP 4.0.12
