Optimistic Octopus branch created as 'octopus' in git

Hi all!

We're in the final phase before the Optimistic Octopus release and as we did last time we will cut the branches for/at milestone 4 .
So right now the git branches are created and the manifest and distro config is being updated.

Milestone 4 is out now. After Milestone 4 we will prepare the Optimistic Octopus v15.0.0 release.

Any last-minute fixes will have to be *cherry-picked* from master to the "octopus" branch effective immediately.
